This Ordinance as originally framed on behalf of the Bank was too extensive in its terms, being nearly a transcript of the Asiatic Bank Corporation's Charter, and I therefore granting powers beyond the scope of their Legislature.
The Ordinance as allowed and now passed is not open to the objection of being "ultra vires" and yet will effect the desired object as the Corporation is empowered to carry on the Business of Banking in the Colony of Hongkong, with a proviso that nothing therein contained should restrict
